Please read carefully before using VNExchange. When you register an account or carry out any transaction, you are deemed to have read, understood and agreed to all the terms below.
1. User Account
- You must be at least 18 years old and have full civil capacity.
- Registration information must be accurate. The email must be one you actually use, as all important notifications are sent there.
- Each person should use only one account. Creating multiple accounts to circumvent limits, promotions, or to hide fund flows is a violation.
- You are responsible for securing your password and device. Any activity arising from your account is considered to be performed by you. We recommend enabling two-factor authentication.
- If you suspect unauthorized access to your account, change your password immediately and notify us.
2. Services Provided
VNExchange offers three groups of services:
- Digital Account — buying and selling accounts on payment platforms and online services.
- Buy and Sell Balance — trading foreign currency balances at listed rates, or trading directly with partners.
- Service — services with fixed pricing, or services requiring consultation before quoting.
3. Balance and Currency
- All balances and transactions on the system are recorded in VND. Displaying in other currencies is only to make it easier to read, converted at the VNExchange rate published on the Exchange Rate.
- Displayed rates may change. The rate applied to an order is the rate at the time the order is created.
- Balances in a VNExchange account are not bank deposits, do not earn interest, and are not deposit insured.
4. Deposits
- Only deposit via the methods displayed in the system. Payment methods are shown according to the currency you have selected.
- The minimum deposit amount is 100.000 VND.
- You must transfer the correct content and provide the transaction code and receipt image for verification. Incorrect content may cause processing delays.
- Deposit requests are approved manually. The estimated processing time is displayed as soon as you submit the request.
- Deposit bonus promotions (if any) only apply while the event is active.
5. Withdrawals and anti‑money‑laundering rules
- Withdrawal requests are approved manually. You must provide correct recipient account information; VNExchange is not responsible for losses due to incorrect information.
- Important: to prevent the platform from being exploited as a money‑circulation route, funded accounts must generate real transaction activity that meet the minimum ratio of the total deposited before withdrawals are allowed. This ratio is published by VNExchange in the system (default 20%).
- Counted activities include: purchasing accounts, buying balance, completed balance sales, ordering services, and charitable donations. Cancelled orders are not counted.
- When blocked, the system clearly shows how much you have deposited, how much activity has occurred, and what is still missing. If you believe this is an error, please contact support.
- VNExchange reserves the right to pause a withdrawal order for verification when suspicious activity is detected.
6. Purchase numbered accounts
- The purchase quantity must be within the minimum and maximum limits for each product, and must not exceed the remaining stock.
- Funds are deducted from the balance immediately upon order placement. If the balance is insufficient, the order will not be created.
- Quantity-based discounts are applied automatically; discount codes must be entered manually and only one code can be used per order.
- You can only cancel an order yourself while it is in pending status. Upon cancellation, the funds are refunded to the balance.
- The warranty and return policy for each product is listed in the Rules & notes of that product. Please read it before purchasing.
7. Buying and selling balance with VNExchange
- The transaction amount must be within the product's minimum and maximum range.
- When buy, funds are deducted from the balance at the time of order placement at the listed purchase rate.
- When sell, you transfer foreign currency according to the payment details provided by VNExchange and then confirm the transfer. VND balance is credited after we confirm receipt of the full amount.
- Transferring to the wrong address, incorrect amount, or incorrect details may cause the transaction not to be recorded.
8. Selling balance to partners
- Partners are other users who post ads to buy balance. To become a partner, you need to have sufficient balance in the Insurance Wallet corresponding to the total ad value — this serves as a guarantee for the seller.
- When a transaction is opened, the corresponding portion in the partner's insurance wallet is temporarily locked until the transaction is completed.
- The seller transfers the money and then clicks "Transferred". Once the partner confirms, the balance is credited to the seller.
- After 15 minutes from clicking "Transferred" without partner confirmation, the seller has the right to file a complaint. The partner can file a complaint at any time after the seller clicks "Transferred".
- Clicking "Transferred" without actually transferring money is fraudulent behavior and will result in account suspension.
9. Complaints and dispute resolution
- Complaints are processed within the system, with a dedicated communication channel between the two parties and the administrator.
- Both parties are obligated to provide evidence: screenshots of transfer orders, transaction IDs, information from the bank or wallet. Administrators may request additional documentation.
- VNExchange's decision is based on the evidence provided by both parties and is final within the platform's scope.
- If the counterpart loses, the balance is returned to the seller. If the seller loses, the margin is returned to the counterpart.
- Providing forged evidence will result in permanent account suspension and may be reported to authorities.
10. Services
- Fixed-price services: payment is deducted when placing an order.
- Services requiring consultation: no payment is deducted when submitting a request. We will contact you, agree on scope and cost before proceeding.
- You are responsible for providing accurate contact information. Failure to be reachable may result in order cancellation.
11. Community
- You are responsible for the content you post. Do not post content that violates laws, is fraudulent, offensive, discriminatory, pornographic, or personal information of others without permission.
- Do not post advertisements for off-platform buying or selling to lure users into private transactions — off-platform transactions are not protected and are not supported in case of disputes.
- VNExchange reserves the right to hide, delete violating content and restrict posting privileges without prior notice.
- When posting public content, you permit VNExchange to display that content on the platform.
12. Charity
- The donation amount is deducted directly from the account balance, minimum 1.000đ.
- Donations are voluntary and non-refundable. Please read the project carefully before confirming.
- The amount donated to each project is displayed publicly.
13. Prohibited behavior
- Using the platform for money laundering, terrorist financing, or any illegal activities.
- Depositing funds and withdrawing them without any real transaction to circulate money.
- Using illegally sourced money, or using bank accounts or e‑wallets that do not belong to you.
- Fraud, falsifying evidence, providing false payment information.
- Creating multiple accounts to bypass limits or exploit promotions.
- Scanning, attacking, overloading the system, or using automated tools to collect data.
- Impersonating VNExchange or VNExchange staff.
14. Suspension and termination
VNExchange reserves the right to suspend or terminate an account, pause transactions, and retain balances for verification when a breach of terms, signs of fraud, or a request from authorities is detected. For non‑serious violations, we will notify you and provide an opportunity to explain.
15. Risks you need to know
- Foreign exchange rates fluctuate. The conversion value may change between the time you view it and the time you place an order.
- The number of accounts purchased on the platform depends on the policies of the original provider. The original provider may change policies, restrict, or lock accounts for their own reasons, which are beyond VNExchange's control.
- Transactions with counterparties always carry counterparty risk. The insurance wallet and dispute mechanisms help reduce risk but do not eliminate it entirely.
16. Limitation of liability
VNExchange strives for stable operation but does not guarantee uninterrupted or error‑free service. To the extent permitted by law, we are not liable for indirect damages, loss of profit, loss of business opportunities, or damages arising from providing incorrect information, exposing login credentials, or transacting outside the platform. Our liability in any case does not exceed the value of the transaction directly related to the complaint.
17. Intellectual Property
The name, logo, interface, editorial content and source code of VNExchange are owned by us. You may not copy, redistribute, or use them for commercial purposes without written consent.
18. Changes to Terms
Terms may be updated when the service or legal regulations change. The update date is listed at the top of the page. For major changes, we will announce on the website. Continuing to use the service after an update means you accept the new version. If you do not agree, you have the right to stop using the service and request withdrawal of any remaining balance in accordance with Section 5.
19. Scope of Operations and Dispute Resolution
VNExchange is an online platform serving users in many countries and is not tied to a single market.
- You are responsible for ensuring that opening an account and conducting the transactions described in this document is legal in your place of residence. If the regulations in your jurisdiction prohibit or restrict these transactions, you may not use the service.
- You are solely responsible for any tax obligations and reporting arising from your transactions, in accordance with the applicable regulations for you.
- VNExchange operates in accordance with widely recognized international principles and practices for anti‑money laundering, personal data protection, and e‑commerce.
- We reserve the right to refuse service, limit features, or discontinue service in any region where providing the service is illegal or infeasible.
Dispute Resolution. Both parties should first seek to resolve any dispute through good‑faith negotiation, using the Support page and the complaint process available in the system — this is the fastest channel and is sufficient in most cases. If an agreement cannot be reached, the dispute will be resolved before the competent jurisdictional authority in accordance with the law applicable to the relationship between the parties.
